Legal professionals have been aware of the financial crisis in the judicial system for quite some time. The severe financial hardship was evident in the Los Angeles Superior Court system when mandatory furloughs became a reality in 2009. Although the furloughs have been terminated for the time being, a dearth of resources still exists.
